Department Overview:
The City of Seattle is seeking qualified candidates for the position of Senior Web Designer in Seattle Information Technology's (Seattle IT) Office of Digital Engagement. ?Seattle IT provides technology leadership for the City enterprise, developing common standards, architectures, and business solutions; focused on developing scalable, sustainable solutions that enable departments to deliver City services more efficiently and effectively to constituents. ?Seattle IT harnesses the power of technology and telecommunications to facilitate City government serving Seattle's residents and businesses. ?Seattle IT is responsible for citywide technology governance, strategic planning and policy development, and programs that promote technology literacy and public access to government information. ?The City's consolidated IT operation is 700 strong providing professional technology services across City government and beyond.? Job Responsibilities

Role & Responsibilities
The Usability & Design team provides services to all City departments to create engaging digital experiences for the public. ?The Senior Web Designer in the Usability & Design group will play an important role in the definition and creation of the City of Seattle's user experience standards for digital channels. ?This group manages design practices, develops usability and accessibility standards and guidelines, curates digital media assets, and provides consultative services across City departments. ?The group will create a usability testing program and establish and maintain design and accessibility standards.
Key Accountabilities/Responsibilities

  • Analyze design practices and establish and communicate Citywide standards and guidelines.

  • Play a key role in the development, implementation, and administration of a usability testing program.

  • Consult and advise within Seattle IT and across City departments on effective and engaging uses technology to create compelling content for the public.

  • Develop approach for monitoring and collaborating with third party platforms for City information.

  • Promote and support the City's tools and policies related to digital and social media channels.

  • Monitor emerging trends and technologies and update the City's digital experience design practices and tools as capabilities, user behaviors, and relevant legislation change over time.

  • Curate collections of digital media assets by editing, tagging, naming, and archiving digital images and media so they can be easily found and used on City web sites, blogs, social media accounts, and other online platforms.

  • Engage content owners for City web properties to ensure compliance with Web Content Accessibility Guidelines (WCAG) 2.0 Level AA.

  • Train City staff on design and standards to ensure that all City-owned digital properties achieve high-quality results.

  • Perform duties as assigned commensurate to the IT Professional level.



Required Qualifications
NOTE: Equivalent combinations of education and experience will be considered for the required qualifications.

  • Minimum 2 years' experience managing user experience projects and leading, mentoring, and managing a web design team.

  • Education Equivalent to an AA Degree or certification in Design, Fine Arts, User Experience, Human-Computer Interaction, Information Systems, Psychology, or similar.

  • Experience in the successful delivery of web sites (including requirements gathering, functional design, and delivery) with demonstrated experience with user-centered design, accessibility testing, and digital product development processes.

  • Experience in user research and usability testing methods.

  • Experience in the wireframing, prototyping, and web presentation of digital content.

  • Experience with web content management systems and publication workflows.

  • Experience designing for WCAG 2.0 and Section 508 compliance.

  • Familiarity with agile management practices and their role in managing a team and web products.

  • Strong HTML and CSS skills.

  • Strong skills building professional relationships at all levels within an organization.

  • Strong time management and communication skills.

    Desired Qualifications

  • Minimum 2 years' experience as a supervisor or manager with experience managing digital projects; and leading, mentoring, and managing a web design team.

  • BA Degree or certification in Design, Fine Arts, User Experience, Human-Computer Interaction, Information Systems, Psychology, or similar.

  • Experience managing a usability testing program.

  • Experience using the Ingeniux web content management system (CMS).

  • Experience designing web properties for assistive technology.

  • Experience using digital media archiving and classification systems to maintain digital portfolios and catalogs for use by others.

  • Experience working as a web designer in a city, county, or state government organization.
