Director of Human Resources

BASIC FUNCTION:?Promote the development of a superior workforce. Maintain compliance with employment laws, benefit administration, personnel policy/procedure development, and selection, orientation, training, and evaluation of staff. Maintain and administer human resource records and policies, represent the college at state and local human resource meetings, and be familiar with the college financial reporting system.

Required?– Bachelor’s degree in Human Resource Management or related field.
Basic computer skills.
Preferred?– Bilingual in English and Spanish languages.
Copies of all academic transcripts are required. Unofficial copies are acceptable at the time of application. Upon receipt of a conditional offer of employment, a complete set of original transcripts will be required.

Director of Human Resources
• Provide leadership in the development, implementation, and compliance of federal and state laws and administrative rules related to personnel issues and practices.
• Process and maintain all human resource files ensuring that all employee records comply with federal and state laws.
• Keep human resource policies current.
• Direct the recruitment, selection, and orientation of all employees.
• Provide guidance to managers and employees on human relations issues including but not limited to: employee orientation, development and maintenance of accurate job descriptions, resolution of employee concerns, and the employee evaluation process.
• Assist in the implementation of the Quality Faculty Plan and maintain all records related to the annual review and approval of the Quality Faculty Plan and Procedures.
• Serve as College’s Title IX Coordinator and Affirmative Action/Equity Coordinator.
• Maintain employment application records and files.
• Maintain employee handbook.
• Maintain procedure manual for personnel.
• Record and maintain employee absences records.
• Communicate compensation and benefits plan and policies to employees and provide assistance and information to employees concerning benefits.
• Provide personnel information and reports to governmental agencies by completing state and federal reports.
• Assist in development, implementation, and administration of payroll functions.
• Serve as a resource person in collective bargaining negotiations.
• Communicate with employees need to comply with laws, regulations, and organizational policies.
• Review and assess compliance of compensation, benefits, and occupational health and safety with applicable federal, state, and local laws and regulations.
• Be familiar with Northwest Iowa Community College policies and procedures.
• Participate in NCC’s strategic planning process.
• Participate in assessment, development, implementation, and evaluation of Human Resource activities.
• Monitor best practices in employee engagement and development.

Other Duties
• Implement procedures for Commercial Driver’s License program, schedule appointments for testing, and maintain records of CDL participants.
• Work with Safety Committee on safety training and issues.
• Participate in professional development activities that support the position.
• Recommend policies and procedures.
• Analyze data and recommend solutions.
• Provide recommendations for process improvement.
• Implement new procedures.
• Participate in the long and short range planning of the college.
• Serve on and provide leadership to committees as appropriate.
• Perform other duties as assigned.

WAGE/SALARY RANGE:?$55,000 to $70,000
