The Manager, Program Development manages the development of programs to support national delivery of Plans' products and services in individual and commercial markets including product/ service improvements. Leads a direct team, participates on project teams, interacts with internal and Plan staff to develop and enhance National Delivery business opportunities including the introduction of new services, products, and features. Leads strategic feasibility assessment; business justification, development and, as needed, implementation of new products and services, collaborating with Plan advisors and decision makers.

Responsibilities include but are not limited to:

  • Manages and leads the development and enhancement of new and existing programs and major projects including development of prototypes and models for national delivery of new products for commercial markets.

  • Manages and leads detailed research and interviews to determine feasibility of emerging business opportunities, including impact to business models for various Commercial Markets business functions (Product, Marketing, Finance, E-Business, Information, Provider, Performance, etc.) supporting National Account business. Conducts requirements gathering and analysis to support business needs, and develops strategy, policy and operational recommendations. Develops the required business case and vision based on input from Sr. Management, Plan executives, user groups, workgroups or governance representatives. Provides leadership within inception and elaboration phases of BCBSA project management methodology, adhering to related project methodology process standards.

  • Manages and leads mid-sized projects and components of larger multi-year projects to develop and enhance National programs. Develop design concepts and policy and technical operational components. Develop and execute implementation plans.

  • Manages assigned team through facilitation and communications of new initiatives, requirements, and opportunities. Present findings to internal and Plan staff; participate in/lead project team discussions of the conclusions and direction of analytical work.


Required Basic Qualifications:

  • Bachelor's Degree in Business or a related field.

  • A minimum of 10 years related business experience with 3 years' experience in the health care field

  • Experience with product development, business development or initiating/leading projects for new capabilities.

  • Proficiency in Microsoft Office applications.

Preferred Basic Qualifications:

  • Master's degree in business, healthcare or equivalent.

  • Experience in independently leading data gathering activities, framing problems and guiding construction of survey instruments through a flexibility, creativity and strategic innovation in development of approaches and methods.

  • Leadership experience; ability to lead and guide work groups and teams to develop consensus on objectives and problem resolution for a broad range of topics and scope.

  • Project management experience; ability to prepare work plans and manage mid-sized projects (budget and resources) and portions of projects.

  • Experience in identifying data/information needs; acquiring and organizing data, delivering analysis and identifying major findings.

  • Experience with independently leading data gathering activities, framing problems and guiding construction of survey instruments.

  • Experience creating and communicating innovative conceptual models and synthesize diverse types of information.

  • Experience leading data gathering activities, framing problems and guiding construction of survey instruments.
