TRAFFIC ENGINEER

Job Summary:?



This position is responsible for the management of the Transportation Services Division and its 15 employees. Responsibilities include: assisting & development, and overseeing division budget, overseeing the Transportation Planning section of the division, implementing the City's Comprehensive Transportation Plan, conducting traffic and multi-modal transportation studies, overseeing the Bicycle Masterplan, reviewing development proposals, and providing support to the traffic operations staff. Additional responsibilities include serving on the North Front Range MPO Technical Advisory Committee to develop the Transportation Improvement Program, and overseeing State/Federal grant programs. This is a professional civil engineering position requiring independent judgment and initiative. Primary assignments include review of design and management of public works capital traffic related improvements, coordination with engineering consultants, timing of traffic signals, neighborhood traffic calming program, downtown parking, coordination of street light program, maintenance of City engineering records, coordination with technical boards (such as Transportation Citizens Advisory Board and the North Front Range Metropolitan Planning Organization).



Experience and Skills:



• Bachelor's Degree in Civil Engineering with emphasis on traffic engineering or a similar engineering degree along with traffic engineering experience and training.



• Colorado Professional Engineer registration.



• Minimum of five (5) years experience in municipal traffic engineering or related work experience.



• Previous supervisory responsibility.



• Valid driver's license and good driving record.



• Residency in Greeley city limits desired



• Thorough knowledge of traffic engineering principles and practices concerning municipal public works applications with emphasis on the planning and design of streets and traffic improvements.



• Skill in the use and care of traffic engineering design tools. General knowledge of personal computers, spreadsheets, data bases, work processing, geographic information systems, and traffic modeling programs such as Synchro.



• Effective oral and written communication, leadership and time management skills.



• Experience in reviewing and conducting traffic engineering studies including timing of traffic signals and traffic signal warrant analysis.



• Be thoroughly familiar with ITE standards and MUTCD.



Essential Functions:



• Perform technical research, develop and evaluate alternatives, prepare informative and understandable reports and provide reliable advice on engineering problems.



• Respond to requests for information and traffic engineering assistance from other departments, developers, consultants, and the public concerning traffic engineering records, addressing development requirements and special projects.



• Represent the Department, attend advisory boards, Planning Commission, or City Council meetings to explain traffic engineering details, department concerns, or programs.



• Provide project management for the design of major traffic projects and traffic engineering or planning studies, participate in the selection of consultants, obtain and review qualifications and proposals, negotiate scope of services and contracts, recommend design procedures and decisions, and review and accept consultant work.



• Ability to attend after hours and night meetings.



• Prepare and monitor program operational budget and assigned capital improvement project budgets.



• Plan, schedule, assign, and supervise work. Evaluate performance and provide leadership and training opportunities in a manner conducive to full performance and high morale.



• Directly supervise Technicians and Supervisors including direction of daily activities, reviewing their work and providing their periodic performance reviews.

• Communication skills enough to convey information to contractor, property owners, and the general public.



• Mobility enough to inspect work sites for compliance with specifications.



• Manual dexterity to operate computer equipment and vehicles.
