PUBLIC HEALTH CASEWORKER
Santa Barbara, CA
SALARY: $3455 - $4218 approximately per month; plus bilingual allowance.
OPENING DATE: 10/05/09 CLOSING DATE: 10/19/09
We are accepting applications to fill a current vacancy in Santa Barbara. The current vacancy is in the Public Health Department.
NOTE: Although the current vacancy is listed as being in Santa Barbara, the incumbent will be traveling between North and South County work sites.
THE POSITION: Under general supervision, provides case coordination to medically or psycho-socially at-risk clients of the Public Health Department; and performs related duties as required.

EXAMPLES OF DUTIES
1. Conducts interviews to obtain information on client’s and/or family’s social, emotional, and medical needs; confers with client to identify family strengths and resources and to prioritize client goals and concerns; observes client and client-family interaction in the home
2. Researches community resources which address client’s needs; develops and monitors an individualized service plan; refers extremely high-risk clients or clients with either nursing assessment needs or high-risk education needs to a Public Health Nurse.
3. Meets with client and/or family regularly to provide emotional support and to assess progress, educate, and assist with referrals to community resources; supports client in the formation or strengthening of a mutually supportive network of family and friends.
4. Reviews service plan with client at regular intervals and uses evaluation instruments to assess client progress; determines whether changes to the service plan are required.
5. Documents all meetings with client and family; maintains up-to-date assessments, case notes, service plans, and other program-related documents; maintains client confidentiality; complies with legal reporting requirements.
6. Documents outreach activities by updating a computerized department database; conducts Maternal, Child and Adolescent Health and targeted case management time studies; prepares narrative reports.
7. Participates in case conferences with supervisor, team colleagues, and other professionals on a regular basis for peer review and input; responds to requests for information from supervisor by compiling data and creating reports.
8. Participates in health fairs as required.
9. May act as an interpreter for other department staff.
EMPLOYMENT STANDARDS
1. Possession of a bachelor’s degree in social work, psychology, sociology, child development, or other behavioral science related to medical social work; or,
2. possession of an associate of arts degree in social work, psychology, sociology, child development, or other behavioral science related to medical social work AND two years of experience performing case management duties in a health or human services field; or,
3. a combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.
Note: Applicants who are currently in their final quarter or semester of study leading to the required degree are encouraged to apply. Such applicants may compete in the examination process but may not be considered for appointment until they have attained the required degree.
Additional Qualifications: The ability to read, write, and converse fluently in English and Spanish is required.
Note: You must self-certify on the application form that you are fluent in English and Spanish. Hiring department will test you on your fluency to read, write, and speak. If you do not demonstrate sufficient fluency, your name may be withheld from future certifications or removed from the employment list, in accordance with Civil Service Rule 7.
Additional Requirements:
Possession of a valid California Class C Driver's License. Independent travel between County facilities and client homes may be required.
Selectees must, as a condition of employment, sign statements agreeing to comply with Section 11166 of the California Penal Code relating to child abuse reporting and Section 15630 of the California Welfare and Institutions Code relating to elder abuse reporting.
Knowledge of: socio-economic/psycho-social factors affecting individual behavior; practical application of child development/parenting principles; social abnormalities; risk factor assessment; interviewing techniques; standard office computer applications, including word processing, spreadsheets, and databases.
Ability to: maintain client confidentiality; communicate effectively both orally and in writing; read, understand, and follow detailed departmental procedures, and various laws and regulations; maintain a calm, supportive demeanor in crisis situations; complete forms and follow complex protocols; make decisions using independent judgments; compile and analyze data; establish rapport with clients from diverse cultural and socio-economic backgrounds; make home visits in assigned geographic areas; interview and gather information from clients; manage a caseload and recall case details; organize and prioritize work assignments; deal firmly and fairly with clients; maintain accurate records and document actions; identify and make referrals to local and regional providers of social, medical and/or other specialized services; establish and maintain cooperative working relationships; learn about resources for social, health, welfare, and related services; learn and apply crisis assessment and intervention techniques; learn and use department- or program-specific computer applications, including databases.
Additional Information: Incumbents must be able to work in an environment that may include exposure to communicable diseases and a variety of field conditions.
Incumbents may be required to serve as Public Health Department emergency responders for community, County, or State health-related emergencies. Such emergency operations require working after hours, on weekends, and on holidays.
Background Investigation: Finalists for positions in this class will be required to pass a pre-offer, job-related background investigation.
SELECTION PROCESS:
1. Review applications and supplemental questionnaire to determine those candidates who meet the employment standards.
2. Supplemental Questionnaire Ranking. Responses to the required supplemental questionnaire may be evaluated and scored. Candidates’ final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire; or,
3. Written Examination. The written examination is tentatively scheduled for Saturday, October 31, 2009 in Santa Barbara; if there are more than twenty qualified applicants.
Applicants must receive a percentage score of at least 70 on the supplemental questionnaire or the written examination to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.
