The Project Management Officer will serve as the lead of a cross-sectional multi-discipline team that is responsible for bringing the capital delivery system under control, increasing the organizational understanding of the processes, tools and techniques used to deliver the capital program and enhancing Design and Constructions ability to coordinate and collaborate across section boundaries and the three capital portfolios: Fleet/Rolling Stock, Fixed Assets and Information Technology. The team will develop a standard process for delivering a diverse suite of capital projects and procurements, develop standard work for tasks within the capital delivery system and identify measureable outcomes that will be monitored and reported to determine the effectiveness of the new capital delivery processes. This work is essential to the division's ability to meet stakeholder expectation to deliver a growing and substantively larger capital program. More specifically, this work will support Design and Construction in achieving the strategic objective of accurately forecasting annual cash flow spending within ten percent of projections.

The Project Management Officer will manage consultants responsible for providing training to increase the overall project management acumen across Transit and develop systems to monitor, control and report the application of our new approach to project management, and compliance with documented project management expectations and the use of project management tools and techniques. This position will also develop a tool to determine the effectiveness of the approach, tools and techniques to improve organizational capacity to deliver capital projects and our ability to complete capital projects within scope, schedule and budget requirements.
This Term Limited Temporary (TLT) or Special Duty Assignment is currently approved for 3 years with possible extension if necessary for business needs.

Work Schedule
Our regular business work schedule is 40 hours per week; Monday through Friday. Work outside of the normal work day may be required. Alternative work schedules may be considered. The standard work schedule for this position is Monday through Friday, 8:00 a.m. � 5:00 p.m. This position is Non-Exempt from the provisions of the Fair Labor Standards Act and therefore is overtime eligible.

Serve as a technical expert within the Design and Construction section and provide oversight of the planning and development of new systems/processes. Additionally, selected candidate will be required to:

�     Lead a cross-sectional multi-discipline team that is responsible for bringing the capital delivery system under control, increase the organizational understanding of the processes, tools and techniques used to deliver the capital program and enhance Design and Construction's ability to coordinate and collaborate across section boundaries and the three capital portfolios: Fleet/Rolling Stock, Fixed Assets and Information Technology.
�     Ensure there are successful systems and processes for monitoring, controlling and reporting project, program and portfolio scope, schedule and budget performance.
�     Monitor and adjust work flows to maintain quality standards. Ensure adherence to scope, schedules and budget requirements, policies, procedures and standards. Define roles, responsibilities, expectations within teams and ensure project teams meet project objectives and deliver products on time and within budget constraints.
�     Implement the recommendations included in the 2017 Project Management Needs Assessment Final Report. The work will also include managing the consultant responsible for documenting the high level workflow Metro Transit uses to transform ideas into tangible and intangible assets needed to increase service levels, improve system reliability and to enhance safe operations.
�     Work effectively with key process owners and internal stakeholder to document and develop tier two level process maps using the SIPOC (Supplier, Inputs, Process, Outputs, and Stakeholders) lean methodology.
�     Manage consultants responsible for providing training to increase the overall project management acumen across Transit and develop systems to monitor, control and report the application of our new approach to project management, compliance with documented project management expectations and the use of project management tools and techniques. Serve as the lead in monitoring, controlling and reporting processes to ensure success and efficiency.
�     Establish and maintain effective professional relationships with the City of Seattle, Sound Transit and other jurisdictions.
�     Perform other duties as assigned.
A bachelor's degree in engineering, architecture, project management, construction management or related degree, or equivalent combination of experience and education, and four years' experience as a capital project manager, OR Any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work. Additional requirements include:

�     Project management experience on large complex capital infrastructure projects.
�     Advanced knowledge and skill organizing, scheduling, planning and executing high profile multifaceted projects using practical project coordination and management abilities, principles, and processes.
�     Knowledge of strategic planning principles and practices and engagement strategies. Must be able to think strategically and implement locally.
�     Effective communication and negotiation skills to negotiate work agreements and contracts. Demonstrated ability to effectively communicate project status issues to senior management. Excellent consensus building skills in dealing with the public and external public agencies.
�     Advanced leadership in solving problems, negotiating differences, and resolving conflicts among multiple stakeholders.
�     Skill in leading multi-discipline work teams and working with a variety of individuals from diverse backgrounds.
�     Ability to work effectively to develop finished work products in the midst of diverse viewpoints, ambiguity and limited precedents.
�     Experience handling multiple competing priorities. Ability to prioritize workload, manage logistics and work on multiple projects and changing priorities in a fast paced environment while using good judgement. Strong organizational skills and excellent attention to detail.
�     Must be poised and professional with the ability to take a proactive and collaborative approach with individuals at all levels of the organization.
�     Proficiency in Microsoft Word, and Outlook.
�     Valid Washington State Driver's License or the ability to obtain one by time of hire.

Desirable Qualifications

�     Project Management Professional (PMP) Certification or equivalent project management experience working on transit or similar facilities.
�     Knowledge of the operation and maintenance of transit or similar industrial facilities.
�     Knowledge and experience using lean principles, system theory and the theory of constraints to analyze and improve process performance.
�     Ability to mobilize diverse groups toward desired outcome.

Physical Requirements

Work is generally within a typical office environment. There is the need for the ability to drive to and access work sites that range from outdoor public environments to indoor industrial environments.
