Assistant Vice Chancellor, Information Technology Services and Chief Information Officer

The California State University (CSU) is seeking an innovative and strategic thinker, and a consensus builder to address the information system issues and challenges facing the University. The CSU is a leader in high-quality, accessible, student-focused higher education. With 23 campuses, almost 450,000 students, and with 47,000 faculty and staff, it is the largest, the most diverse, and one of the most affordable university systems in the country. The governing board, system chancellor and campus presidents develop system-wide policy, with campus implementation taking place through broadly based consultative procedures. In 2008-09, the CSU budget was approximately $4.5 billion.
Working under the general direction of the Executive Vice Chancellor/Chief Financial Officer and closely with the Executive Vice Chancellor/Chief Academic Officer, the CIO is responsible for academic and administrative computing. This includes academic learning management technologies, on-line learning, digital media, library technologies, infrastructure management, enterprise architecture, security, accessibility and integrated service delivery. The CIO consults broadly with campus presidents and their leadership teams, faculty bodies and a broad range of advisory committees. Maintaining a focus on quality, collaboration and support of the various constituents of the Chancellor’s Office and the 23 campuses is necessary.
The preferred individual should have extensive experience in providing executive leadership in a large, complex higher education institution. The successful candidate must demonstrate the ability to provide the vision and lead the development and implementation of system-wide IT strategic plans, policies, standards and programs that align with the academic mission and needs of the CSU. Extensive engagement with the CSU campuses will be critical to success in the position and will require patience and ability to work effectively in a highly consultative environment. The CIO also provides innovative leadership to a large information technology staff and is responsible for a multi-million dollar budget. The prudent management and use of fiscal resources are overarching requirements.
Professional Qualifications
Fifteen years of progressive experience in leadership positions, preferably in higher education. At least seven years in positions of senior leadership. The following skills / abilities are critical: extensive experience in working with broad-based committees, task forces and constituency bodies; an understanding of a complex multi-campus university setting and its needs, and the demonstrated ability to move initiatives forward in that setting; direct experience in the planning and leading of large complex IT initiatives; the ability to develop and manage prudently a large and complex budget; the ability to organize IT operations and set priorities; and strong communication and interpersonal skills. Experience with Oracle, PeopleSoft and academic learning management technologies such as Blackboard and Moodle is highly desirable. Work experience with libraries and digital media is equally desirable.
Educational Qualifications
A Masters Degree or higher in a field that supports the needs of the position is strongly preferred. Extensive experience in combination with a Bachelor’s Degree in computer systems, business administration, public administration, management or a related field may be considered.
