Position Summary:

The director oversees the clinical financial close, supports the Vice President of Corporate Financial Accounting and Operations in the financial management of clinical business entities in all aspects of financial reporting and analysis, balance sheet management, operational monitoring as well as inputs for both managing year-end financial delivery and annual budget cycle. The Director of Clinical Financial Accounting & Analysis is a key member of the Corporate Financial Accounting leadership team. It reports directly to the Executive Director, Corporate Financial Accounting & Analysis and provides direct supervision to a team of 5 over the Medical Center (hospital), Medical Foundation (community sites) including Joint Ventures, and Medical Group (physician's group). The clinical operations has over $1.2 billion through comprehensive cancer hospital, 15 community sites and growing with 300+ physicians. The director will have full oversight to ensure company-wide compliance with internal accounting policies, SOX, as well as implementation of new US GAAP standards. Additionally, the director will have direct responsibility for government reimbursement activities including special program participation, compliance reporting, and audit correspondences.

Essential Functions:

Financial Close, Analysis, and Reporting

  • Coordinate the clinical financial close, analyze and report financial performance. Ensure timely and accurate preparation of financial statements for both monthly internal management reporting as well as quarterly and annual external reporting requirements.

  • Collaborate with corporate finance and business unit finance teams, perform consistent and relevant financial analysis on KPIs for enterprise and operational management teams as well as board committees.

  • Provide timely input and recommendations to corporate and business unit finance teams on risks and opportunities in delivering of clinical and enterprise key business performance metrics.

  • Collaborate with ERP financial system business analyst team, IT, as well as other finance departments on system automations and enhancements.

Accounting Policies and Guidelines

  • Develop, implement and document accounting policies and procedures for clinical financial accounting and reporting that is in compliance with internal management requirement as well as US GAAP standards. Design and roll out accounting driven business process changes throughout enterprise.

  • Responsible for leading change management efforts for clinical financial close and reporting. Partner with business unit finance teams to aggressively drive process improvements that creates efficiencies, increase outputs that delivers business insights.

  • Provide technical accounting and insightful finance support on complex transactions such as Joint Venture agreements, Geographic Expansions, Physicians Service agreements, Service Line and Regional financial performance.

  • Compliance and Control

  • Direct the identification and mitigation of financial risks including but not limited to revenue recognition, expense management, legal and compliance risk, GAAP standard changes, government reimbursement program updates, including all parts of Medicare and Medicaid, as well as Commercial payor programs.

  • Ensure accurate and timely government reimbursement reporting for Medicare, Medi-Cal and OSHPD; comply with all governmental reimbursement related requirements (e.g. TEFRA, 304B, and cost report audits).

  • Participate in strategic financial and tax planning with the Medical Foundation administration. Oversee audit and tax functions for the physician's group, coordinate activities with external audit firms and review firms' performance. Ensuring timely mitigation of any material weakness through implementation of internal control and business process improvements.

  • Responsible for establishing and maintaining adequate internal control and integrity with clinical financial performance.

  • Coordinate and perform year-end valuation; assist with year-end external audit.

  • Effective Manager & Leader

  • Participate in the identification and development of objectives, goals, and strategy relative to finance functions as well as for the enterprise.

  • Provide strong finance and accounting leadership within the finance organization as well as external stakeholders.

  • Build a strong clinical financial accounting & analysis team through recruiting strong talent, managing performance, motivate, mentor and develop the clinical financial accounting analysis team; provide long term vision and define priorities for clinical financial accounting & analysis team.

  • Assist with formation and execution of the corporate finance strategic priorities.

  • Obtain and maintain necessary healthcare and GAAP related finance and accounting knowledge.

  • Position Qualifications:

  • Bachelor's degree in finance, accounting, business administration or related field

  • Minimum ten years of financial accounting experience

  • Minimum eight years of managerial experience

  • CPA required and MBA preferred

  • Preferred Experience:

  • Big 4/ Public Accounting

  • Healthcare

  • Large Enterprise Resource Planning and Electronic Medical Records systems

  • Skills/Abilities:

  • Advanced knowledge of US GAAP and finance theory
