Job Description
Staffing and Recruitment
  • Provide a full range of external placement and recruitment duties for a complex organization, for which innovative and assertive recruiting strategies are needed.
    • Positions include “hard-to-fill” and short categories, senior level positions, jobs requiring unusual skill combinations, establishment of search committees, or highly visible or sensitive positions.
    • Positions may include SES, Title 42, and Title 5 appointment mechanisms.
  • Use WiTs to initiate and track recruitment actions, and to develop and extract reports for analysis.
  • Use other Federal and non-Federal HR databases, software, and websites to research information, provide information for executive searches, and collect information on recruitment and HR issues.
Executive Onboarding and Talent Management
  • Work across program areas to obtain or develop necessary entrance on duty documents that require approval of upper management.
  • Provide analysis of workflow and work methods to support recommendations, including factors such as efficiency, productivity, operational interrelationships, and skill/job mix.
  • Provide management with technically authoritative advice on issues that impact the organization's executive onboarding program.
  • Serve as the point of contact for candidates during interviews and after an offer of employment with the Agency.
  • Provide the new executive with guidance on incentives and senior level onboarding specifics.
  • Enters the new executive in the USA Staffing Onboarding Manager system, enters the actions into WiTS, and enters the action into Capital HR for processing.
  • Interface with OHR staff to determine and meet specific senior level HR employment requirements and ensure completion of all employment documents. Implements HR authorities to ensure that personnel actions are processed in an efficient and timely manner.
  • Partner with appropriate stakeholders to advise on training and development matters. Ensures executives are aware of resources available at the Agency and across federal government to strengthen and reinforce their Executive Core Qualifications (ECQs) in order to achieve and sustain executive excellence.
Compensation and Retention Advisory Services
  • Provide managers and employees with information and interpretations of the agency's classification, compensation, wage administration, and position management procedures, practices, policies, and guidelines, including the effective use of automated classification tools.
    • The issues addressed require substantial interpretation, there is potential for controversy, and/or the issue involves more than one area of Human Resources policy.
  • Provide advice, assistance and review on requests for highest previous rate; above the minimum pay setting; recruitment, retention, and relocation incentives; special physician pays; service credit for leave and other compensation and retention flexibilities.
  • Provide guidance and review for Title 42 initial salary setting and pay adjustments.
  • Research, analyze, and evaluate the numerous and complex staffing and retention mechanisms for the Agency, comprising the full spectrum of special recruitment, pay, awards, and retention mechanisms covered under Title 5, Title 38, Title 42, and SES/SL/ST.
  • Advise senior management officials on staffing and recruitment, pay, awards, and retention mechanisms affecting the placement and retention of staff.
  • Research, evaluate, and advise senior management on complex policies and issues involving all phases of HR programs for hiring, rewarding, and retaining top executive level staff.

Job Requirements
  • Active OPM Delegated Examining training preferred.
  • Four (4) years of Federal HR experience, at least three (3) of which must be specialized experience in Federal Staffing, completing job analyses in coordination with hiring managers, posting job announcements on USA Jobs, performing qualifications adjudications, and issuing selection certificates using USA Staffing for complex Federal positions.
  • Experience staffing Title 5, Title 38, Title 42, and SES/SL/ST level positions.
  • Ability to apply and interpret Federal HR laws, policies, and agency specific operating procedures.
  • Attention to detail, data quality, and data integrity.
  • Must be proficient in the use of Microsoft Office Suite (Word, Excel, and PowerPoint).
  • Bachelor's Degree preferred.
  • Must be able to obtain and maintain the government required security check.
