Job Description
  • Assist in conducting recruitment for occupations in the competitive service under Title 5 of the U.S. Code through Job Opportunity Announcements (JOA) as well as onsite recruiting at appropriate venues including job fairs, colleges and universities, and related associations.
  • Develop, review, or approve job analyses in accordance with OPM polices and regulations to determine the knowledge, skills, and abilities of a position.
  • Perform recruitment and staffing functions including review vacancy announcements, assess qualifications, rate applicants, adjudicate veteran's preference, and issue certificates using a variety of automated systems.
    • Systems include document repositories (SharePoint sites, custom built applications), USA Staffing, and agency specific Intranet applications.
  • Prepare vacancy announcement including targeted applicant questions to accurately assess experience and expertise resulting in the referral of the best qualified candidates for a particular vacancy.
  • Review applications to make qualification determinations.
  • Track recruitment and staffing processes using an agency specific workflow tracking system.
  • Ensure all selections are made in accordance with applicable laws, regulations, agency polices and guidance.
  • Close-out and audit recruitment case files that were processed.
  • Provide consultations and technical guidance to internal HR customers (2 hours daily on average).
  • Participate in formal or informal training sessions to share knowledge with internal HR customers (~2 hours per month).
  • Conduct applicant reconsiderations, draft memorandum to applicants, manage 10-point veteran file, conduct Administrative Careers with America announcements, develop alternative assessments (written tests, structured interviews, etc.).
  • Provide guidance to internal HR customers regarding direct hire and merit promotion announcements.
  • Assist with pre and post DE audit preparations.
  • Build and establish recruitment case files with all supporting documentations in accordance with OPM and agency requirements (Position Description, Job Analysis, Assessment, Vacancy Announcement, Certificate of Eligibles, applicant resumes, etc.).
  • Gather DE Workload Activity data for each staffing case file (to be included with DE staffing case file).
  • Maintain tracking log of staffing cases processed which lists the following information (position title, grade, series, DE certificate number, opening and closing date of job announcement, certificate issue date, certificate expiration date, total number of applications received -eligibles/ineligibles, number of veterans, number of selections; EOD date, etc.).
  • Manage approximately 75 DE recruitment cases each month and evaluate approximately 120 applications (on average) per recruitment case file.
  • Use USA Staffing to manage recruitment cases.
  • Track recruitment and staffing processes using an agency specific workflow tracking system.
  • May conduct audits of recruitment cases processed.
  • May prepare audit report of findings for each recruitment case file.


Job Requirements
  • Four (4) years of Federal HR experience, at least three (3) of which must be specialized experience in Federal Staffing.
  • A college degree may substitute for one (1) year of non-specialized experience.
  • Must be DEU Certified.
  • Position requires proven administrative skills and experience with HR automated systems.
  • HS/GED required- A college degree is preferred.
  • Provide high-level skilled support in Staffing according to job requirements.
  • Deliver high-quality service and deliverables for Federal HR programs requiring knowledge of Federal HR terminology, operations, procedures, and requirements.
  • Must be capable of completing high-quality work expeditiously under minimal supervision.
  • Proficient in OPM General Schedule and Federal Wage System qualification standards and policies.
  • Proficient in veterans' preference adjudication.
  • Proficient in job analysis and assessment development.
  • Proficient in eligibility determinations (e.g., status or non-competitive eligibility).
  • Proficient in federal laws (5 USC) and regulations (5 CFR) relating to recruitment and employment in the competitive service.
  • Knowledgeable of OPM General Schedule and Federal Wage System classification standards and policies.
  • Ability to interpret and apply policies and procedures.
  • Ability to make timely, informed and objective decisions and communicate their decisions in a professional business manner.
  • Ability to independently use talent acquisition and workflow tracking systems (training on the use of internal systems will be provided).
  • Ability to perform commonly used functions and features in Skype for Business, Adobe Acrobat Pro, and Microsoft Word, Excel, and Outlook.
