Job Description
Provide full range of external placement and recruitment duties for a complex organization, for which innovative and assertive recruiting strategies are needed. Positions include “hard-to-fill”, administrative, scientific, senior level positions, jobs requiring unusual skill combinations, establishment of search committees, or highly visible or sensitive positions. Positions may include SES, Title 42, and Title 5 appointment mechanisms.
Responsibilities will include:
  • Write, edit, and classify Position Descriptions.
  • Write evaluation statements and statements of differences, analyze structure and advise on position management, analyze and advise on use of interdisciplinary positions.
  • Make FLSA determinations, prepare FLSA checklist, and discuss duties with employee and supervisor to determine FLSA coding.
  • Make financial disclosure determinations.
  • Respond to classification appeals by gatheringdata and providing an analysis to defend classification decision.
  • Prepare for audits by reviewing all case files and identifying and gathering all required documents for review qualifications for all positions covered at the Agency (e.g. WG, GS, T42, SES).
  • Advise on non-competitive hiring authorities.
  • Write assessment of applicant qualifications, track all work in the Agency's internal tracking system, utilize USA Staffing to update applicant status, keep all files up-to-date with required docs, and determine scope;direct contact with SO,AOs, applicants, employees, and other HR staff.
  • Meet with HR Specialist and Hiring Manager to gather information of the position and future plans for the organization.
  • Attend Strategic Recruitment Meetings and document decisions, coordinate job postings with Corporate Recruitment Unit, write journaladvertisements,and advise on using social media for recruitment.
  • Update Internal SOPs and attend Agency Orientation as needed.

Job Requirements
  • Provide high-level skilled support in Staffing and Classification according to job requirements.
  • Deliver high-quality service and deliverables for Federal HR programs requiring knowledge of Federal HR terminology, operations, procedures, and requirements.
  • Must be capable of completing high-quality work expeditiously under minimal supervision.
  • Four (4) years of Federal HR experience, at least three (3) of which must be specialized experience Federal Staffing and Classification.
  • A college degree may substitute for one (1) year of non-specialized experience.
  • Position requires proven administrative skills and experience with HR automated systems.
  • HS/GED required- A college degree is preferred.
