Job Description
  • Identify and analyze core business processes and workflow needs, working closely with customers and business owners.
  • Create and maintain positive relationships with customers and SMEs.
  • Utilize a variety of methods and facilitation techniques to gather and validate requirements and generate process models and process improvement recommendations with SMEs.
  • Lead workshops, requirements gathering sessions and meetings.
  • Document processes, system architectures, data flows and workflows.
  • Develop and validate clear and detailed business process models and business requirements; work as part of the BPM team to ensure customers' requirements are met during the development of business process models.
  • Perform root cause analyses for troubled processes.
  • Identify issues and risks within an existing process, system or project that indicate the need for business process reengineering .
  • Deliver presentations to other team members and/or management to share findings, processes, timelines, project status, requirements, recommendations and lessons learned.
  • Assist in determining baseline metrics.
  • Determine as-is and to-be metrics to measure success of business process changes.
  • Use standard NIH project management tools and techniques to ensure successful projects.
  • Test business processes delivered in the client's environment.
  • Assist business areas in developing training, standard operating procedures and quick reference guides based on process changes.
  • Generate and distribute recommendations on process improvements.
  • Provide on-going support to BPM customers as they implement changes.
  • Maintain BPM activities in project management documentation tools and in accordance with the Department standards and practices.

Job Requirements
  • Knowledge of federal HR terminology, operations, procedures, and requirements.
  • Two years of federal HR experience, at least 1 of which must be specialized experience in Functional Process Modernization.
  • A college degree may be substituted for 1 year of non-specialized experience.
  • Position requires proven administrative skills and some experience with HR automated systems.
