DEPUTY DIRECTOR, STATE TAX AND BUDGET CAMPAIGNS

The Center on Budget and Policy Priorities advances public policies that reduce poverty and inequality, advance prosperity and racial equity, and break down barriers to economic opportunity through research, analysis, and advocacy. A key area of work is reforming state revenue systems in order to ensure adequate and stable revenues for public investments. This work is conducted largely in concert with members of the State Priorities Partnership, a network of state policy organizations that the Center coordinates.



The Deputy Director of State Tax and Budget Campaigns develops and supports strategic public education, advocacy, and engagement campaigns to build support for the enactment and implementation of these public policies at the state level, and to counter damaging policy proposals that would increase poverty and inequity. The Deputy Director works closely with the Director to ensure there are multi-dimensional campaigns to advance public policy. This requires working across departments within the Center, including working closely with research and communications colleagues and state partners to deploy digital, earned media, public education, and advocacy strategies to inform policy debates and secure outcomes through legislation, executive actions, and ballot questions.



The Deputy Director also develops and implements multi-year strategies to build long-term capacity in states, both by strengthening long-term relationships with strategic partners at the national level and by providing training, coaching, and consulting to state partners.



Responsibilities





  • Collaborate closely with other leaders of the Center's State Fiscal Policy Division to develop and refine state fiscal policy advocacy and engagement strategies and workplans, and with the Center's issue experts, communications specialists, and other key staff to implement those plans and strategies.


  • Work with key leaders from the Center and the State Priorities Partnership to develop strategies to advance equity across race, ethnicity, gender, and additional diverse lived experiences through state campaigns and engagement work.


  • Support State Priorities Partnership leaders and facilitate communities of learning by designing and leading trainings for state-level partners, provide coaching and consulting, and facilitate peer learning, through annual meetings, state and regional trainings, webinars, and peer learning network calls.


  • Develop and manage relationships with key stakeholders, national and state coalition partners, experts, and policymakers. Serve as occasional in-house consultant across the Center and with key national partners and funders on advancing priority issues in the states.


  • Develop innovative programs to engage constituents and underrepresented communities through civic engagement plans and direct contact.


  • Staff management of 1-2 campaign staff team members as assigned by the Director.




Essential Skills, Experience, and Abilities



  • Proven ability to craft and execute high-impact issue advocacy campaign strategies, with experience using modern civic engagement tools in the context of both legislative debates and ballot issues.


  • Strong knowledge of and passion for state-level policy making strategies and building power in partnership with diverse communities, including those most impacted.


  • Experience with building state-based infrastructure around advocacy, civic engagement, or community organizing.


  • Experience building and managing coalitions and strategic relationships with diverse groups and interests.


  • Experience designing training's, supporting networks, and coaching others to higher impact.


  • Effectiveness and credibility in impacted communities, along with an ability to work collaboratively and successfully with diverse stakeholders internally and with state and national partners externally.


  • Strong understanding of the role that racial inequity plays in our society, systems, and institutions, and experience advancing strategies that address racialized power dynamics in external and internal components of a campaign.


  • Demonstrated ability to effectively manage and collaborate across difference.


  • Strong leadership, management, and planning skills.


  • Excellent oral and written communication skills.


  • Capacity to effectively prioritize projects, work simultaneously on multiple ventures, and meet deadlines.


  • Ability and willingness to travel.


  • At least seven years of relevant work experience.


  • Preferences:



  • Substantive familiarity with economic policy issues, particularly in the areas of tax, budget, and/or policies that benefit economically struggling families and individuals.


  • Washington, DC-based candidates strongly preferred.
