The Grants Manager serves a strategic role in identifying and securing grant funding that supports the mission and strategic agenda of the Public Policy Institute of California. The grants manager administers a substantial portfolio of project grants across a diverse set of topic areas. This is a full-time position reporting to the director of development and based in San Francisco.


  • Works collaboratively with the president, CFO, vice president of communications, director of development, senior leadership and other key staff to raise grant funding support from local, state, and national foundations, and state and federal agencies.

  • Develops goals, strategies, and timelines for securing grant funding in research priority areas, implements strategies in a timely way, and meets or exceeds goals. Actively manages institute's grant portfolio and provides regular status updates for institute leadership.

  • Engages proactively with president and research group to identify and cultivate new funding prospects for short- and long-term projects. Conducts prospect research and outreach, prepares leadership and staff for meetings with current and prospective funders, leads the development of LOIs and proposals.

  • Serves as a primary contact with external funders, providing routine project updates and providing the highest level of stewardship and relationship development.

  • Communicates proactively with institute leadership and staff on development strategies, goals, activities, and results to promote a culture of philanthropy within the organization.

  • Represents the institute at community events, relevant academic and policy conferences/meetings, and networking opportunities to raise the institute's profile, identify new prospects and cultivate foundation relationships.

  • Manages grants administration including proposal submissions, internal review process, negotiations and compliance with funding agreements, and all required reporting.

  • Coordinates with research management, communications, and finance to ensure that external grant requirements are reflected in project workplans, timelines, and budgets. Monitors deadlines and deliverables.

  • Works with finance team to review and reconcile grant revenue income; assists with fiscal year closeout on all externally funded projects.

  • Uses Salesforce database to track funders and prospects, ensures accurate up-to-date data for a variety of reporting and outreach needs.



  • Bachelor's degree or equivalent experience, plus a minimum of five years of experience in development, preferably in an academic setting, foundation, or policy research organization.

  • Demonstrated success in raising funds from private foundations and federal agencies, and managing active grants.

  • Strong track record of prospect research and outreach.

  • Strong organizational, analytical, and project management skills.

  • Exceptional written, verbal, and interpersonal skills. Discretion required.

  • Collegial style and an appreciation for the work of PPIC researchers.

  • Excellent MS Office skills and strong knowledge of donor database systems. Experience with Salesforce preferred.

  • Willingness to take on new tasks and responsibilities as the position evolves.

  • Must be a team player who welcomes collaborative decision making.
