PUBLIC WORKS DIRECTOR

About the Position



Provides leadership and management for all services and operations in the Public Works Department. This includes street maintenance and cleaning, traffic control systems, snow and ice control, the wastewater treatment plant, the water treatment plant, the solid waste division, the stormwater system, fleet maintenance, and the parks system. The Department has a total annual operating budget of $10,216,945 with 48 full and part-time employees.



General Statement of Duties



The Director is responsible for the overall operation and performance of all divisions within the Public Works Department. Extensive leeway is granted for the exercise of independent judgement and initiative. Managerial oversight is exercised over the work of all employees within the Department. This includes direct supervision of the division managers and supervision of support staff, either directly, or through subordinates. Reports directly to the City Manager who provides guidance regarding City Policy and City Council priorities. Has direct contact with other City employees, City Council Members, the general public, contractors, and other governmental agencies.



Essential Duties and Responsibilities 



The following are examples of duties, responsibilities and expectations, not necessarily limited to the following and not enumerated in any particular order or priority.





  • Supervises and directs the activities of the Public Works Department including financial planning, revenue projection, system growth, operations and maintenance, evaluation of programs, and compliance with governmental laws, codes and regulations.


  • Reviews and approves short and long-range water, sewer, and street capital improvement projects to meet the needs of customers.


  • Works closely with contracted engineering firms on the design and construction of major projects and assists with the preparation and review of specifications for construction projects.


  • Assists with development of an annual work program for the repair, maintenance and construction of water, sewer, street and parks infrastructure.


  • Oversees inhouse projects such as street preparation for asphalt overlays or CSO projects.


  • Makes presentations to the City Council, community groups and regional organizations regarding programs, short and long-range plans and construction activities.


  • Advises the City Manager in matters related to the water, sanitary sewer, solid waste collection, streets, parks and related services provided by the City of Fort Madison.


  • Plans, organizes, directs and evaluates the work of Department Supervisors in implementing the expressed goals, policies and directives of the Department.


  • Develops policies and procedures to increase the efficiency and effectiveness of Department operations.


  • Negotiates and administers professional, construction and service contracts and agreements.


  • Provides regular status reports to the City Manager on Department operations.Selects, trains, motivates and mentors department personnel; provides or coordinates staff training; performs timely performance reviews; works with employees to correct deficiencies; implements discipline and termination procedures.


  • Reviews department customer service practices to ensure department is meeting the needs of internal and external customers and ensures excellent customer service; responds to and resolves difficult and sensitive citizen inquiries and complaints.


  • Assists with City functions and other special events and works on-call to handle emergencies as needed.


  • Prepares Department operating and capital budgets, develops and monitors grant-funded programs and monitors and approves expenditures.


  • Represents the Public Works Department to other City departments, elected officials, and outside agencies; explains, details and benefits of Public Works Department programs, policies and projects; negotiates and resolves sensitive, significant, and controversial issues.


  • Attends City Council meetings, Department Head meetings and board/commission meetings as necessary.


  • Performs related work as required.




Required Knowledge, Skills, and Abilities



  • Experience in negotiating, preparing and letting contracts for public works projects on behalf of a city.


  • Valid Iowa driver's license and a safe driving record.


  • Thorough knowledge of current and pending regulations concerning: water, wastewater, solid waste collection, park, streets, recycling, worker safety, labor relations, public contracting, rate setting, and related matters.


  • Good knowledge of the engineering principles, practices and methods as applied to planning, design, construction, operations, and maintenance of municipal water and sanitary sewer systems, and streets and parks maintenance.


  • Ability to read and interpret blueprints, CAD plans and designs.


  • Ability to perform and/or manage multiple tasks, projects, and priorities concurrently.


  • Must be efficient, a self-starter, an independent worker, a detail person and possess good work habits.


  • Ability to take a proactive approach to resolving complaints/issues/problems as they arise.


  • Ability to function effectively in personnel matters such as disciplinary actions and decisions for retention or dismissal.


  • Ability to establish and maintain effective public relations with a wide variety of persons and organizations, sometimes under difficult and controversial circumstances.


  • Ability to work cooperatively and to maintain effective working relationships.


  • Ingenuity and inventiveness in the performance of assigned tasks.

  • Required Experience and Training



    Graduation from a accredited college or university with a Bachelor's Degree in engineering, business administration, or public administration or a related field; six years of increasingly responsible experience in public works management, construction, or a related field, including three years of management and administrative responsibility; experience in the operation of a water and/or wastewater treatment plant and water distribution and wastewater collection system; experience in design and/or construction of public works and parks projects; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

  • CDL Class B with the state of Iowa

    A small number of the top finalists may be invited to Fort Madison for interviews. The final candidate will be chose by the City Manager. This position is subject to passing a pre-employment drug test and physical examination. A through background and credit check will be conducted on the finalist(s) for the position. Applicants shall be of good moral character, be competent in reading and writing the English language, may not be a liquor or drug addict and must have a valid high school diploma and current driver's license. The successful candidate must live within ten air miles of the City limits of Fort Madison.
