Job Description
  • Provide a full range of external placement and recruitment duties for a complex organization, for which innovative and assertive recruiting strategies are needed.
    • Positions include “hard-to-fill” and short categories, senior level positions, jobs requiring unusual skill combinations, or highly visible or sensitive positions.
    • Positions include Title 5 appointment mechanisms and Title 38 Pay.
  • Utilize USA Staffing to update applicant statuses.
  • Create and edit standardized and customized applicant assessment questionnaires based on position descriptions, SME input, and other resources.
  • Review new hire paperwork and process actions in the Agency's personnel system, as needed.
  • Build vacancy announcements in USA Staffing and make qualification determinations on applicants.
  • Responsible for performing job analysis, assessment questionnaires, and documenting evaluation criteria in accordance with the agency's requirements.
  • Reviewing and adjudicating veterans' preference as claimed by applicants, reviewing applicant qualifications for the full range of the agency's occupations and providing written justification for the same, as requested.

Job Requirements
  • Four years of federal HR experience, at least 3 of which must be specialized experience in staffing.
  • A college degree may substitute for 1 year of non-specialized experience.
  • Active OPM Delegated Examining training preferred.
  • Qualified Staffing Specialists will have operational staffing experience completing job analyses in coordination with hiring managers, posting job announcements on USAjobs, performing qualifications adjudications, and issuing selection certificates using USA Staffing (upgrade) for complex Federal positions
  • Recent experience working in a DEU environment is required.
  • Ability to apply and interpret Federal HR laws, policies, and agency specific operating procedures.
  • Attention to detail, data quality and data integrity
  • Must be proficient in the use of Microsoft Office Suite (Word, Excel, and PowerPoint).
  • Must be able to obtain and maintain the government required security check.
  • Position requires proven administrative skills and experience with HR automated systems.
  • Experience with USA Staffing upgrade is preferred.
  • HS/GED - A college degree is preferred
