Job Description
The Staffing Specialistserves as the technical advisor in the areas of job qualifications rating and ranking, pay administration, special recruitment programs (i.e. Pathways), and merit promotion policy for assigned organizations. The HR Specialist is responsible for assigned organizations and provides the full scope of management advisory services to managers and supervisors in their recruitment, examination, and utilization of employees. The Staffing Specialist will perform the following duties:
  • Responsible for assigned organizations and provides the full scope of management advisory services relating to recruitment, examination, selection, and/or placement and utilization of employees.
  • Advises supervisors and managers at all levels within the agency regarding such matters as merit principles, and the advantages and disadvantages of the various staffing methods in selecting employees for positions.
  • Advises supervisors and/or employees on placement problems on the basis of analyses of the strength and weaknesses of employees in relation to job and organizational needs.
  • May also advise supervisors regarding basic human capital management concepts and their practical value in identifying and resolving management problems.
  • Advises managers and supervisors on matters relating to such issues as skills needed for new positions, methods for improving diversity of the workforce, sources of candidates, pay setting policy, and the interrelationship of recruitment and staffing with other human capital functional areas such as classification, compensation, labor and employee relations, processing of actions, etc.
  • Takes action to meet agency OPM time-to-hire goals by providing recommendations of recruitment strategies and processes that streamline the hiring process while meeting special emphasis goals.
  • Performs the full range of recruitment and placement actions through grade GS-15, including the delegation of authority for reviewing all human capital actions to ensure compliance with statutory/legal authorities, regulatory requirements, agency policies and procedures, and the union contract. The Staffing Specialist is assigned complex, highly sensitive, and/or precedent setting staffing and/or pay administration jobs/cases for the agency.
  • Prepares, or reviews the preparation of, vacancy announcements, advises supervisors or managers in developing the crediting plan criteria or develops the criteria based on conducting a job analysis and determination of the knowledge, skills, and abilities required.
  • Advises lower-graded Human Resources Specialists, and Human Resources Assistants on recruitment and placement.
  • Responsible for the technical accuracy and adequacy of recruitment and placement actions and related documentation.
  • Performs the competitive examination and rating of applicants for positions, through delegated examining authority from OPM.
  • Develops qualification requirements and rating schedules; selection and use of a variety of examining methods, such as, issuing Public Notices, conducting reference checks, oral interviews, etc. These responsibilities require knowledge of and ability to apply techniques developed through human capital research, e.g., review of classification standards; and knowledge of the staffing needs of the agency. Utilizes competency modeling methods.
  • Rates qualifications of applicants, ranks them accordingly considering such factors as veteran's preference, and refers the best qualified to supervisor(s) for selection.Notifies applicants of the results of the rating, ranking, and selection process.


Job Requirements
  • A minimum of five years of progressively responsible experience in the required functional areas of Federal HR staffing, recruitment, pay administration, and special employment programs.
  • Experience with Interior Business Center (IBC) system which includes FPPS, WTTS and interface with USAstaffing. Knowledge of both IBC and USA Staffing is a must.
  • Experience must include staffing through merit promotion, Delegated Examining, and direct hire authorities.
  • Candidate must have experience with USA Staffing.
  • Experience must include staffing General Schedule and preferably Wage System positions.
  • Must hold current Delegated Examining Certification from OPM.
