Traffic Signal Specialist



Description



The City of Richmond Department of Public Works is seeking highly qualified candidates to fill the position of Traffic Signal Specialist in the Transportation Engineering and Signal Division.  The incumbent is responsible for assisting with the implementation of traffic signal operations and maintenance programs.  The successful candidate will become a part of a dynamic and responsive team and will work within broad policy and organizational guidelines.


Duties include but are not limited to



 





  • Constructing, inspecting, and maintaining the City traffic signal system control devices 


  • Installing, repairing, removing, or replacing intersection electronics, cabinets, enclosures, aerial/underground wiring or communication cables, signal heads, poles and mast arms


  • Programming microprocessors based control devices with timing data through system downloads, unit to unit transfers, or keypad entries


  • Performing electrical work to include wiring, control, lighting systems, or installing and inspecting electrical components such as transformers and circuit breakers


  • Maintaining traffic signal systems performing preventive maintenance making necessary repairs and replacements to traffic control devices


  • Directing proper channeling devices (cones, barrels, barricades) and construction signing to guide traffic safely around work sites


  • Responding to emergency situations, troubleshooting and preparing actions plans to resolve issues involving traffic control systems maintained by the City


  • Performing other related duties as required




**City of Richmond Public Works employees who work in this class are considered essential personnel and will be required to work during declared emergencies and major weather events.**


Qualifications, Special Certifications and Licenses



KNOWLEDGE, SKILLS, AND ABILITIES:
TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES: These are a representative sample; position assignments may vary.

Knowledge, Skills & Abilities or some combination of the following:



Knowledge of traffic signal installation, repair, and maintenance.  Devices commonly attached to traffic signals such as 360 cameras, Iteris cameras, and microwave sensors.  Electrical wiring and safety standards.  Knowledge of related equipment and tools such as OTDR's (Optical Time Domain Reflectometer), VFL's (Visual Fault Locator), drills/saws, and volt meters.  Knowledge of GIS (Geographic Information System).  Knowledge of the Manual for Uniform Traffic Control Devices (MUTCD), traffic safety, and traffic signal regulations.  Skill in using Microsoft Office Suite (e.g. Word and Outlook).  Skill in directing traffic and setting up barricades and signage for safety. Ability to demonstrate effective and efficient customer services.  Skill in troubleshooting electrical and mechanical systems.  Ability to problem solve.  Ability to pay attention to detail and complete tasks in a timely manner.



MINIMUM TRAINING AND EXPERIENCE:



  • High school diploma or GED


  • Training that is equivalent to the satisfactory completion of one (1) year of college education or specialized advanced training


  • Two (2) years of related experience


  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification


  • LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:



  • A valid driver's license is required or the ability and willingness to obtain a valid Commonwealth of Virginia driver's license within 30 days of hire


  • Some assignments may require a valid Commonwealth of Virginia Commercial driver's license with a satisfactory driving record


  • VDOT Basic Work Zone Traffic Control Certifications


  • Preferred Qualifications:



  • Knowledge of and experience with Optical Time Domain Reflectometers (OTDRs)


  • Knowledge of and experience with Visual Fault Locators (VFLs)
