Key Responsibilities:Research and analyze FDOT business processes and systems.Facilitate joint analysis workshops with business units.Gather and document business and technical requirements.Lead and coordinate development team activities.Collaborate with technical and functional teams to develop specifications for Identity Administration and Governance solutions.Oversee data migration and development teams.Create detailed use cases, business rules, and requirements.Develop and execute test plans, test cases, and scripts.Manage User Acceptance Testing (UAT) and Regression Testing.Track project progress using Microsoft DevOps.Provide daily project updates and perform oversight reviews for compliance with department standards.Required Qualifications & Skills:3-5 years of business/systems analysis experience in software development projects.Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).Experience with Microsoft DevOps (preferred).Knowledge of Rules 60GG-1 60GG-5, Florida Administrative Code (preferred).Certified Scrum Master (CSM) certification (preferred).Experience in project resource management and COTS product configuration/customization (preferred).Data migration experience (preferred).Strong understanding of change and release management.Prior experience with Florida Department of Transportation (FDOT) systems (preferred).Knowledge of Microsoft Power BI (preferred).Key Competencies:Business & Systems Analysis: Ability to conduct process modeling, gap analysis, and system design using tools like MS Word, Excel, PowerPoint, and SmartDraw.Facilitation: Strong ability to lead stakeholder meetings and workshops.Technical Acumen: Understanding of IT infrastructure and software development methodologies.Project Management: Familiarity with State of Florida Project Management Rule 60GG-1 and PMBOK principles.Advanced Microsoft Skills: Expertise in SharePoint, Teams, Power BI, and Project.Leadership & Collaboration: Ability to motivate teams and provide mentorship.Problem-Solving & Decision-Making: Critical thinking skills to analyze complex business challenges.Customer Service & Communication: Strong interpersonal skills to engage effectively with business users and technical teams.
