Experience Requirements:3 to 5 years of experience in business/systems analysis and software development projects.Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) is required.Experience with Microsoft DevOps is highly desired.Knowledge of Florida Administrative Code Rules 60GG-1 60GG-5 is highly desired.Certified Scrum Master (CSM) certification is highly desired.Experience directing and managing project resources is highly desired.Experience with configuring and customizing Commercial-Off-The-Shelf (COTS) products is highly desired.Experience with data migration is highly desired.Knowledge of change and release management is highly desired.Preference for candidates with knowledge of Florida Department of Transportation (FDOT) systems and applications.Experience working with Microsoft Power BI is highly desired.Primary Job Duties/Tasks:Research and understand FDOT business processes and their inter-relationships.Gain knowledge of the FDOT Materials Acceptance and Certification (MAC) system.Facilitate joint analysis workshops with business units.Gather and document business and technical requirements.Coordinate and lead development team activities.Collaborate with technical and functional teams to develop technical specifications and documents.Coordinate data migration efforts with development teams.Create detailed use cases, business rules, and requirements documentation.Develop and execute test plans and test cases.Coordinate and oversee User Acceptance Testing (UAT) and Regression Testing.Track bugs and backlog items using Microsoft DevOps.Provide daily updates to the Project Management Team.Perform oversight reviews of deliverables to ensure compliance with department standards.Required Knowledge, Skills, and Abilities (KSAs):Business Analysis: Strong ability to perform detailed research, business analysis, process modeling, and documentation using MS Word, PowerPoint, Excel, and SmartDraw.System Analysis & Design: Expertise in system analysis and design using various modeling methodologies and techniques.Facilitation: Proficiency in facilitating workshops and meetings with stakeholders.Technical Understanding: Solid knowledge of IT infrastructure and software development practices.Project Management: Familiarity with Floridas Project Management Rule 60GG-1 and principles from the Project Management Body of Knowledge (PMBOK).Additional Qualifications:Advanced proficiency with Microsoft SharePoint, Teams, Word, Excel, PowerPoint, Power BI, and Project.Ability to understand stakeholder needs, document requirements, and perform tasks in the absence of key staff.Strong interpersonal skills with the ability to give and receive constructive feedback.Adaptability to dynamic environments and diverse work assignments.Education Requirements:Bachelors or Masters degree in Business Administration, Communication, Information Systems, or a related field (equivalent work experience may substitute for the educational requirement).
