JOB SUMMARY
Follows and promotes workplace safety in the organization. Assists with the utility privatization contract at Tyndall Air Force Base. Primary duties are to manage the application and administration process of Federal and State grants as well as all FEMA claims, oversee and administer construction projects in which GCEC is seeking reimbursement, ensuring that all Federal procurement and accounting regulations are followed. Ensure that all necessary reporting and documentation for projects are completed and submitted to Federal and/or State authorities in a timely manner. Manage and administer GCEC’s daily operation contracts including but not limited to per unit electrical construction, engineering and facilities construction and maintenance. Grant Administrator will also assist accountant with any duties necessary. Employee may be called in to work at any time. Performs other duties as assigned
EDUCATION AND EXPERIENCE REQUIREMENTS
Education
High school diploma or equivalent required. Bachelor’s degree in business, public affairs, or accounting preferred.
Related Experience
Three years of experience in grant writing, funding or Federal Emergency Management Agency (FEMA) and federal agency applications and claims.
Other
Must have the ability to pass Gulf Coast Electric Cooperative’s employment entrance examination and drug screen.
Must have the flexibility to work varied hours, including after normal hours.

Supervisors must communicate with subordinate staff to provide direction, instruction and approvals, with cooperative personnel to provide office support.
CORE JOB FUNCTIONS
- Grant and Funding Administration
- Performs duties in a safe, satisfactory, competent, and timely manner.
- Attend trainings and webinars to stay abreast on current offerings and requirements as it relates to funding programs that could be beneficial to GCEC. (Grid resiliency, Infrastructure, Smart Grid, Cybersecurity, etc)
- Administer GCEC’s competitive bidding process ensuring that all CFR regulations are followed so that GCEC remains in compliance and eligible for future Federal funding.
- Assist VP of Administration and Accountant in conducting the full range of activities required to administer, prepare, submit, and manage existing grant opportunities for the utility. Work with finance and other GCEC departments to gather information necessary to report, track and submit grant requests.
- Assist VP of Administration and Accountant in coordinating, tracking, and monitoring all processes and procedures related to procurement for Federal reimbursement for natural disasters from FEMA. This will include all pre-storm procurement activities for contractors, expense tracking and logging before, during and post event. Working with consultants and Federal and State representatives post event for all reimbursement activities.
- Performa prospective research on potential funding for the cooperative.
- Work with consultants to ensure contracts are up to date with Federal requirements.
- Comply with all grant and claims reporting as required by Department of Energy (DOE), Rural Development (RD), Department of Environmental Protection (DEP) and FEMA.
- Provide stewardship to current donors regarding institutional history and programs.
- Provide accurate and timely internal reports to the CEO and the VP of Administration.
- Maintain current records in company database and in paper files, including grant and FEMA claims tracking and reporting.
- Track statistics relevant to grant and FEMA claims management and provide Finance Department with written materials necessary for budgeting and long-term forecasting purposes.
- Assist VP of Administration and Accountant in monthly Accounting and Finance duties as needed.
- Assist VP of Administration and Accountant in annual budgeting and financial forecasting activities.
- Assist with other fundraising projects as requested.
- Assist VP of Administration and Accountant in working with financial auditors for grant and FEMA audits as conducted on a periodic basis.
- Assist Accountant and VP of Administration in any daily, monthly, or annual accounting/finance activities.
- Perform other duties as required.

WORKING CONDITIONS
Work will take place in a general office that is environmentally controlled. Incumbent will be required to sit for extended periods of time. There will be some travel in the field and some required business travel. Some physical activity is required such as: reaching, standing, walking, pulling, lifting, fingering, grasping, talking, hearing, repetitive motions and light physical work. Visual acuity required due to administrative machine operations.
