JOB SUMMARY
Follows and promotes workplace safety in the organization. This position’s main objective is to develop and direct all risk management programs for the Cooperative which will prevent and minimize injuries, illnesses, and health risks for all employees. Employee may be called in to work at any time. Performs other duties as assigned.
QUALIFICATIONS
Education: High school diploma or equivalent required. Bachelor’s degree in Occupational Safety and Health Disciplines or similar field required.
Related Experience: Three to four years in the electric distribution industry required.
Other: Must have the ability to successfully pass drug screen. Must have the ability to maintain a security clearance to enter government facilities (Tyndall AFB).
Must have the flexibility to work varied hours, including the ability to be on-call.

REPORTING RELATIONSHIPS
Internal
Two-way communication with immediate supervisor on work-related plans. Receive direction and guidance as needed for performance improvement. Training Coordinator must also communicate with all departments to ensure that all work performed is done safely and according to Gulf Coast’s safety manual and OSHA regulations.
External
Incumbents must be able to communicate with various external agencies such as: regulatory bodies and public officials. They must also demonstrate the understanding that the job exists to effectively serve each and every member and take every opportunity to increase understanding for further support of GCEC.
CORE JOB FUNCTIONS
- Keep up to date Gulf Coast Safety Manual.
- Hold Safety meetings monthly.
- Inspect all buildings, equipment, work sites, and tools to see that they meet safety requirements. Ensure availability of adequate first aid and fire extinguisher equipment. Determine with departments, safety equipment needs and check all such equipment.
- Conduct random safety inspections in the field and offices.
- Maintain good safety relations with employees and public.
- Conduct safety meetings with Safety Committee monthly.
- Furnish any safety news Marketing and communications for Newsletter.
- Assist in enforcement of all safety regulations.
- Conduct and teach safety supervisor classes and lineman training.
- Maintain records required by Federal Government, the State, and the Cooperative. Maintain records of safety meetings held with the date, subject and names of persons attending.
- Investigate and follow up on all worker’s compensation and public liability insurance claims.
- Schedule dielectric testing of bucket trucks and hot sticks.
- Establish and conduct a testing program of individual safety straps and climbing belts.
- Responsible for testing, change out, and record keeping of all rubber protective equipment, as well as FR uniforms and all other uniforms for field personnel.
- Conduct safety investigations when notified of the existence of unsafe equipment and working conditions and corrects or recommends corrective actions for any unsafe conditions.
- Keep abreast of and communicate to the proper management personnel new or changing laws, regulations, or technical developments, which could affect the Cooperative and contracted utilities.
- Thoroughly research current rules and regulations and any subsequent revisions and develop programs based on complying with the regulations for electric, water and wastewater; recommends to and as requested by management, implements the steps and training necessary for compliance.
- Work daily establishing and promoting positive relationships with all personnel, members, and the general public.
- Ensure all required employee certifications are up to date. Including but not limited to pole top rescue, MOT training, CPR/ First Aid, etc.
- Keep all DOT files up to date and ensure all CDL drivers comply with the necessary requirements.
- Run all Federal Motor Carrier Drug and Alcohol Clearinghouse annual and pre-employment queries.
- Coordinate random and post-accident drug testing.
REQUIRED KNOWLEDGE
Safety- Must have working knowledge of OSHA rules and regulations, the National Electric Safety Code, and the Cooperative Safety Manual.
- DOT- Must be familiar with the Federal Motor Carrier Safety regulations.
Office- Must posses an effective working knowledge of general office procedures. Knowledge of county building permits and inspection requirements, preferred.
Design – Knowledge of design techniques, tools and principles involved in production of precision technical plans, blueprints, drawings and models.

- Building and Construction – Knowledge of materials, methods and the tools involved in the construction or repair of houses, buildings or other structures such as highways or roads.

Incumbent must be able to:
