The Advanced Rate Design and Cost of Service team works with clients who engage on electric, and to a lesser extent gas, utility proceedings, programs and work groups that impact customer rates and the achievement of public policy goals. The Senior Manager will co-lead the rate design and cost of service portfolio for CEG which spans VVP design and implementation, TOU and other rate design, flexible connections, emergent cost of service issues, DER compensation, and DER cost allocation and recovery. Responsibilities Project Work:Co-lead CEGs consulting practice in executing client projects with a primary focus on electric and gas utility policy analysis and regulatory proceedings. Co-manage or manage specific client deliverables and projects. Co-manage or manage teams to ensure timely delivery of project deliverables. Draft memos, comments, and expert testimony to support client positions in regulatory cases. Draft discovery requests utilities to probe their proposals and identify data and information to make informed regulatory recommendations and critiques. Manage the execution of written and technical work within the context of overall client project goals. Review and interpret comments or testimony submitted in regulatory proceedings and develop arguments with evidence that can either support or rebut the issues. Develop insights into the economic, technical, and policy implications of various regulatory proposals including utility decarbonization pathways, advanced rate designs, export tariffs, DER integration roadmaps, electrification programs, and impacts to customers including low-income and disadvantaged communities. Research policy, regulations, and tariffs; summarize research via memo or presentation and communicate research to internal and external audiences with varying levels of technical expertise; interpret such research to develop insights into best practices, policy implications, and recommendations for different regulatory stakeholders specific to the client scope and context. Conduct qualitative or quantitative analysis to understand the economics and policy implications of different strategies and business models in various retail and wholesale markets. Present and explain technical concepts associated with work to non-technical audiences. Client Relationships & Business DevelopmentLead or help prepare senior team members for client meetings and presentations. Diagnose problems that current or prospective clients may have and offer potential solutions. Assist CEG team members in scoping and providing clarity on client project requests, which may be ambiguous. Lead or help prepare scoping and writing proposals for clients and responding to client requests. Attend industry events and conferences to network and/or present. Identify key areas of uncertainty concerning technical work needed to complete client projects. Draft proposal in response to client RFPs. Team SupportSupport the growth and development of the CEG consulting team by helping to educate junior staff on energy market fundamentals, policy developments, and other relevant topics. Help the team with general operational tasks and internal projects for organizational improvement as needed. Time ManagementSelf-manage time and workload and communicate regularly with your supervisor and other members of the team to manage expectations about timing and quality of work. Ensure timely delivery of project deliverables and communicate issues as they arise. Prioritize between multiple competing internal and external demands to ensure successful delivery across a portfolio of projects. Desired Qualifications10 years plus of industry experience with the majority being within rate design and/or cost of service or directly adjacent area. MS/MA in economics, math, engineering, or public policy Demonstrated strong written and verbal communication skills, with the ability to collaborate effectively across multiple teams. Proficient in multitasking and prioritizing critical tasks while managing conflicting demands under tight deadlines. A successful candidate does not have to satisfy every requirement listed above.
