VICE PRESIDENT, ENGINEERING

The Vice President, Engineering, will report directly to our President, Texas Utilities. The Vice President will lead a talented team in support of our Texas business unit and will plan and direct all aspects of engineering activities and projects.



Primary Responsibilities



  • Responsible for the primary functions of the company's engineering department including capital improvement program; water service planning for developers, governmental agency coordination; operations support; development and maintenance of GIS, and archiving engineering records.


  • Represent Engineering Department in Executive Management meetings.


  • Preparing Engineering Department Monthly Operating Report.


  • Preparing reports to the Accounting department for Capital and New Business cost summaries, contract commitments, and cash flow projections, etc.


  • Department strategic planning functions including the department's role in the company, department goals and objectives, department organization structure, employee training and development, and salary.


  • Prepare engineering department expense budget, and then monitor and control spending to meet budget objectives.


  • Planning activities including coordination of the preparation of master plan and communication with operations departments to determine required capital improvements and preparation of 5-year capital expenditure plan.


  • Submit and defend capital expenditure plan to company executive staff and Texas Public Utilities Commission (PUC) for approval. Responsible to ensure that projects are completed within the required time period.


  • Cost tracking and budget allocations to ensure the capital budget is executed to meet adopted spending levels.


  • Authorization of contracts, change orders, and agreements pertaining to department functions. Specifically, the Director of Engineering is responsible for approvals of all capital budget spending. In the interest of timeliness, the Director of Engineering may delegate the tasks of spending approval to the Engineering Manager and Operations Managers where applicable and agreed upon by the Director of Engineering.


  • Human resource management including preparation of employee job descriptions, recruiting, interviewing and hiring, evaluation, training and development, employee leave, promotion, discipline, and termination.


  • Directly supervise the GIS Technician and Engineering Managers and ensure that subordinates execute defined duties.


  • Develop quality assurance and control procedures that ensure a high quality work product is produced by the engineering department.


  • Ensure that company procurement, contracts, insurance, qualification, and accounts payable requirements are met, approve addition or removal of vendors from the pre-approved list of qualified vendors, and ensure that vendors deliver quality products and services at reasonable prices.


  • In the absence of the Engineering Manager, the Director will perform the Engineering Manager's duties.


  • Represent the company at events and meetings held by commissions, associations, agencies, boards, cities and chambers of commerce, etc.


  • Safety


  • Responsible for developing and maintaining departmental expense budgets; Develops and maintains cost control and reporting measure to adhere to Company policies and achieve Company goals; Reports regularly to Company accounting departments and department management on variances.


  • Education: Requires four (4) year Bachelor of Science degree focused on Engineering, a degree in Civil Engineering is preferred.



    Experience: Requires ten years of utility engineering experience. Experience in capital expenditure programs is required. Five (5) years of supervisory experience is required.



    Certification: Registered Professional Engineer in the State of Texas is required, or able to obtain a P.E. license in Texas upon hire.



    SPECIAL KNOWLEDGE/SKILLS: Knowledge of principles, practices, and methods of construction inspection, reading plans, and interpreting standards and specifications. Knowledge of the practices and requirements defined in the Standard Specifications for Public Works Construction Green Book. Must speak clearly and effectively, write legibly, and effectively. Skills and experience in diffusing conflict and achieve resolution in confrontations with contractors, agency officials, and Company personnel. Working knowledge of computer software including but not limited to Microsoft Word, Excel, and Outlook. Good mathematical and reasoning skills and professional knowledge of water distribution system materials, water hydraulics, groundwater, and surface water treatment, and wastewater collection and treatment. Good communication skills and experience writing reports, memos, and letters.



    Must possess the ability to travel 25% of the time. Opportunity for relocation assistance.
